Now I took everything off except CPU, heatsink and CPU fan. Tested with a different set of RAM, only one bar, but problem with same status remains. Tested with only one bar of RAM, you know it. Tested with another known good PSU, ditto. Only RAM, heat sink, and GPU, same red LED and fans and nothing else. I took everything apart and put the mobo on the mobo box and got to work.
